Something that wants to be held (reasonably) tight while being simple&easy to adjust? Like cords or laces. I've not seen such beasties in chunky metal, but somewhere weight is not an issue (e.g. designed to be carried around in a car) one might imagine such a beastie.

It works in a similar way (squeeze the ends together to line up the holes in the inner and outer part of the spindle to allow something to be inserted or moved). It is not for a cord or rope etc., however. The rollers are important.

Not for cable. It is for something rigid, not flexible.

Not for any of those. Whatever goes in the hole will be held in that position so the tool could not be used to hone a rounded point.

I have never heard of them being called pop up push buttons before, maybe pop-up something-else. I think the points should go to whoever can give me a bit more information (maybe a description or alternative name) without cheating

They are mechanisms for what I know of as click clack wastes.

You will see from the photograph in the OP that there are two different types of brass ones. I have also seen plastic ones although brass are more common.

It is used as a honing guide with a stone. The rollers can run on the stone itself but narrow stones are available in wooden holders so that the rollers run on the wood each side of the stone.
The screwdriver is inserted into the hole (squeeze the rollers toward each other, insert the screwdriver, then release).
