Parking woes

I am trying to help someone who is being pursued for supposedly parking incorrectly on private land. He's now getting debt collector letters.
There is loads to think about, and I've spent a while on a couple of the specialist parking forums. But two specific questions for Lemons:-
1. CK said in another thread that debt collector's fees can only be charged where the customer is a business. Is there chapter and verse for this?
2. If the driver was a minicab driver picking up a fare then presumably he won't benefit from any legislation protecting consumers, including the Consumer Rights Act 2015 and (if different) the legislation referred to above that limits debt collection fees?
